Why do the tabs in BRAVE change themselves every time I surf?

Have you tried uninstalling, removing the Brave-Browser folder from \appdata\local\bravesoftware\ then reinstalling?
If you want to keep anything (bookmarks, passwords, etc) rename that folder rather than delete it.

What extensions are installed?

Any reason why you didn't do it the way I said?
If the issue is caused by a corrupted browser profile, unless the Brave-Browser folder is deleted or renamed, Brave will still find all its history in that folder and probably get the same result.

In c:\users\{your account}\appdata\local\ there should be a folder BraveSoftware and under that, a folder Brave-Browser - you don't see that?

If not, make sure you have File Explorer > Options > View tab, to Show hidden files and folders.

I'll assume you mean Brave and also that you did end up finding those folders. (y)

Make sure Brave is not running in the background when you try to delete them - if it is, you won't be able to.
Either start the PC in Safe Mode or bring up Task Manager and end any process that says Brave.

I don't know what you did in Control Panel, so can't comment on whether it will change Brave's behaviour.
I still don't even know if you have found, or deleted, those Brave folders.

All I can gather is you have uninstalled and reinstalled the software, but even that is getting lost in translation. :)

Have you managed to delete the \Brave-Browser folder, and if not, where are you getting stuck?

What? - your first post says you are using Brave, so there must be its folders on your PC.
As stated in posts #2 & 6, that folder lives in c:\users\hitl\appdata\local\bravesoftware\
Be sure to have "Show hidden files and folders" turned on in File Explorer in case it is classed as a system folder or is hidden (mine aren't).

Make sure Brave is not running, not even its background processes.

Delete that Brave-Browser folder and as stated previously, you could instead just rename it if you wanted to keep any user data like bookmarks or stored passwords.

The go back into Brave, it'll recreated that 'missing' folder and have a clean profile again - hopefully that fixes your issue.

If not, the problem isn't with Brave.
