So, I bought a second-hand laptop. It came with factory reset but the shop told me that the laptop has windows 10 preinstalled. I can't download windows 10 for my laptop. I'm stuck on this screen. Everything I do leads me back to screen where I need to choose what to do (setup, diagnostics, etc.). I need help

Are you trying to install Windows via the Windows reset or via Windows installation media?
Try force restarting the laptop three times to reach the troubleshoot menu, this has the option to repair or clean install Windows. This will install the original OS which the laptop came with.
