Apps Cannot Open File Explorer

So, you already have KillEmAll on your desktop... running killemall prior to running this tool will speed up the process and increase chances of success.

Download SmartFix and save it to your desktop,
Right click KillemAll run as admin.
Hit Enter twice.
Then Right click Smart Fix run as admin.
Launch Win Repair.
Hit start.
Allow it to complete, then reboot the machine.
A second run may be needed after a reboot.
Running this tool twice has fixed system errors for me in the past.
It's what I would do if I were paid to fix this machine.
I see you ran the windows all in one repair tool, this is a different tool.

If this tool fails, then a repair install of windows 10 may be the only option left, as @Bruce stated early in the thread.
