Added additional RAM but getting 100% disk usage

Installed additional sticks of RAM (following the crucial compatibility advisor so it is all compatible). The RAM is seen by the system as 32GB- but I don’t think it’s being used. There’s a constant usage (completely flat line) of about 4GB RAM - never changes. However HDD had 100% disk usage so I think it’s being used as virtual memory as if the computer didn’t have enough RAM?

It's possible that your HDD is bottlenecking your ram, if it is a particularly old unit or cluttered, where do you see this flat line, is it while playing a game, browsing the web, or just idling the system?
