Just took it out on some cardboard. Same issues, so I'm going to get a new mobo. Thanks for your help guys I really appreciate it- tanton

Solved Boot issue, likely hardware problem
I do not have a secondary GPU to test, this is why I was going to buy a new one likely. Sorry I hadn't said that clearly. This PSU is the new one. The old PSU was an EVGA 500w PSU I've shorted the motherboard without using the power button, there was no difference. I restarted the pc like 11...- tanton
