can't open windows taskbar

Please try these cmds:
Right click on start & choose powershell/terminal with admin & type/copy & paste these cmds one at a time then click Enter:

DISM /Online /Cleanup-Image /StartComponentCleanup 
DISM /Online /Cleanup-Image /RestoreHealth
SFC /SCANNOW
Yes the Sfc cmd is run twice.

still can't click on windows, can't open applications
 
I just bought this computer 5 days ago, is there something wrong? ... I think it usually happens when it's been years
 
All looks normal enough.
So what is it exactly from that shot that you can't do?
What happens when you click the Start button (bottom left corner)?
Along the taskbar I see you have File Explorer, Chrome, NotePad++, Snipping Tool, etc - what happens when you click Chrome, or File Explorer for example?

If I click on the Windows icon in the bottom left, nothing happens, usually a pop up menu for all applications appears.
 
As I said open shell will fix this. Check it out. ????
 
Being that the OP revisited the forum but chose not to acknowledge the reply # 10 of Mal last week this thread will be closed.
