    Took it to the shop. The mobo and cpu were both fried, and a short in the mobo fried half the rails in the PSU. I don't think I would have been able to figure all of that out on my own, but I was at least able to narrow it down. Thanks for all the help, everyone.

    Once the computer powered on it took a few seconds (5-10) for the cpu to become warm, but once it started warming up I turned the tower off. Unfortunately the warranty expired right after the PSU was replaced, so we weren't able to get any other service on it before that point.
