I've restarted my pc, reinstalled graphics drivers and none of that has worked. I've also had issues where other applications constantly flicker onto my screen through another application that's already open.

You have asked for help but have told us nothing about your hardware

Can you Download and run and then post. CLICK ON ME

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot dialog box. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

The last part of each URL is randomized, so only people you provide with the URL will be able to find your profile.

The information given in Speccy cannot be used by anyone to hack your system

Could you also include the power supply specs E.g Cooler Master 850W Gold V2 NOT E.g 850w

The service tag is G61LRN3
A clean boot didn't solve it nor did safe mode.
I have noticed that the issue has been appearing less frequently when i first turn on my computer but then after around an hour or so it gets worse.

Could be a heat problem.
Power off the computer & unplug the power.
Touch a it of metal to discharge the static in your body.
Remove the GPU and check/Clean the fans. You can normally use a paint brush or a can of compressed air.
Before putting the card back in check the back of the computer.
if there is an onboard video test with that.

D:\ drive is showing some SMART errors, let's disconnect it for now.
Change your power profile to Balanced and see if that changes anything.

Still waiting on the make/model of the power supply unit.

Download MiniToolBox by Farbar.
In MTB, tick List Installed Programs, click Go then close the program.
A file MTB.txt is created in the same folder, attach that to your post.

Try these from an elevated command prompt;
  • chkdsk c: /r
  • sfc /scannow
  • dism /online /cleanup-image /restorehealth
  • dism /online /cleanup-image /startcomponentcleanup /resetbase

I cleaned it yesterday and that somewhat fixed the issue but it still shows up occasionally.

I have the MTB txt file attached below. Changing power plan to balanced didn't make a change.
My guess is standard Dell power supply.
Op has this computer CLICK ON ME
I believe that would be correct as I have not changed any of the parts in my computer at any point.

Another thing I will point out is that the flickering between applications as seen in the 2nd video I attached only happens between Roblox and either Google Chrome or Discord both of which I have GPU acceleration enabled on. When I have GPU Acceleration disabled on Chrome the visual glitches in the first video I have attached have never appeared.
