I bought a pc of someone. It worked perfectly fine until it was a delivered to my house. Everything is sat right, it’s all plugged in but there’s absolutely no lights on the motherboard indicating that something wrong, the psu fan is turning properly so I know there’s power going on but the rest of the fans (barring the graphics card) are turning once or twice before stopping. The power button is flashing every 5 seconds indicating it’s in sleep mode but nothing is coming up on the monitor.
NOTE it’s caked in dust so I’m gonna give it a clean out in morning and see if that works. Any suggestions would be a big help but I’m not bit on compute lingo
Clean it with a can of compressed air
DO NOT use a vacuum cleaner.
I would also recommend you renew the thermal paste.
Have a look at Post #9 from a previous job.

If the dust is bad, I’d also recommend taking each component off the motherboard and wiping their circuitry, contact pins, and motherboard slot with a soft bristled brush.
