Solved Issues when PC starts up for the first time

I am having the following issues when my PC first starts up:

- I cant move my tabs around in Chrome.

- In Chrome the volume control does not go away when there is sound playing in Chrome

- Windows key does not open the start up menu (other win functions work ie, Win + I)

- When text is highlighted, it only highlights half of the text

- Cannot change songs in Spotify, next song / previous song do not work, pause and play button works, cannot change songs by clicking on them. Songs will change only when the song has ended.



I have already tried upgrading my sound drivers and running the windows startup repair but nothing seems to work. Sometimes all these issues fix themselves after I restart my PC a couple hours after usage. Any help appreciated.
 
This only happens in Chrome, It doesn't happen in firefox or Edge. I tried reinstalling chrome but the problem still exists.

Things that I have tried:
Reinstalling Spotify
Switch my USB ports
Updating my drivers
Running Windows startup repair

Unfortunately, none of these have worked.

What is the make and model of the keyboard that you have?

Some places I have been reading that there is a keybinding
Like Richard said with some keyboard manufacturers have certain keybind for it if you have a red dragon hold Fn and press the windows key

Here is another one that I was looking through

I use Chrome too and as long as there is sound coming from that tab that will remain (you are talking about the speaker symbol on the tab).

- When text is highlighted, it only highlights half of the text
In what and where and how
For me this depends on if it is a web page, document ETC...

- Cannot change songs in Spotify, next song / previous song do not work, pause and play button works, cannot change songs by clicking on them. Songs will change only when the song has ended.
On the keyboard, app or site.

Others may have more input and suggestions.

regarding reinstalling Chrome, and the fact it didn't help.
that may be because all the Chrome settings, cache, etc were still there.
either go into C:\Users\{you}\AppData\Local\Google\Chrome and delete the User Data folder or create a new Chrome profile (click the User icon top right corner then Add)
 
I currently use a filco majestouch 2 for my keyboard. There are no media keys
As for chrome, I am talking about the volume button with the media keys on the top left of the screen.

I have also tried clearing all cache and settings within chrome.
When highlighting text, I would double click on any line of text and it would highlight only the end half of the text. This issue occurs everywhere (chrome, ie, firefox, and even folder URLs)
For spotify I am talking about the app itself.

As mentioned earlier all these issue will eventually fix themselves after waiting a couple of hours and restarting my PC. I am starting to think that a program that runs on startup might be causing this issue.
 
CCleaner from Piriform will show you the programs that get started when the PC boots.
so will the inbuilt program called msconfig
click the Start button and start typing msconfig, the System Configuration app will be on top, click that.
go to the Services tab, tick the box to hide all MS services.
in short, everything in that abridged list can be deselected - sure some things are nice to have like Apple and AV updates - but to test out your issue, untick the lot.
you can always retick them one at a time until you work out the culprit.

now click on the Startup tab and open Task Manager to see what can be turned off there.
again, in short, everything is fair game.
 
I think I found the issue. I had this program called MicMute that would run on startup. After disabling it all my problems were fixed.
