Cpu bottleneck or something else?

I just switched my gpu from gtx 1060 to rx 7800 xt. I used ddu while swapping drivers.
I tried to play cs 2 and other games but i now have big fps drops.
My cpu usage is constantly at 100. When using 1060 it worked better but now i started having problems.

Also some games that dont use 100% of my cpu run with higher fps smoothly.

Specs:
i5 8500 3 ghz (its bad)
24gb ram (2 4gb sticks and 2 8gb) had been working fine before
Rx 7800 xt
 
Your rx 7800 xt. requires a psu minimum of 700 watts.. If you get a new psu make it a gold standard with at least 5 year warranty or better.
