Windows minimizes all my apps and does not let me reopen them.

I am building a PC for the first time. Unfortunately, I have run into a problem that when windows is open on my new PC build and I am connected to a network, Windows will glitch and after the screen goes to black for a second I will see that all my windows are minimized and not able to open up again. If I try to click on them, the taskbar will show that it is open, but nothing will happen. I can interact with my start menu and move my mouse, but nothing will boot correctly from the start menu as well. All desktop shortcuts are also hidden, and only shortcuts on the taskbar will still be there. However, they cannot be opened. If I restart, I will go to a black screen with a mouse that can only be fixed by reinstalling Windows.

When I reinstall Windows, it just happens again. I have already tried reseating my RAM and CPU. I have also checked for bent pins and found none.

Any tips or suggestions?

Couple of problems there but nothing to do with Windows.

You are using used hardware so have no idea if it could be faulty.

You have the wrong speed of RAM for the CPU.

The PSU is not Gold efficiency rated + it is not being used for the use stated by Corsair here

othing will boot correctly from the start menu

Things don`t boot from the Start window, you boot into Windows and that`s it.

When I reinstall Windows,

What do you mean by this, are you saying that you wipe the drive and then clean install Windows.
