Solved Windows keeps rebooting

I started having a weird problem yesterday. My pc keeps restarting a few seconds after it passes the bios screen. I can go to the bios and everything is just fine there. I have reset the cmos on the motherboard multiple times to make sure that it wasn't a settings error. I tried looking this up but all of the solutions require going past the boot screen which is when my pc restarts itself. I downloaded a windows installer USB and even when I choose that as my boot option, it still restarts when the Windows logo shows up. I just tried disconnecting my hdd and ssd and booting up with only USB plugged in and still same problem so this is not software problem. I've tried unplugging my ram and Gpu.

I have a rx 5700 xt red devil
Corsair h50 cooler
AMD ryzen 5 3600 cpu
16 gb 3200 mhz ram
Asus rog strix b450-f gaming motherboard
 
Yes. The cpu is the ryzen 5 3600. The motherboard is a asus rog strix b450-f gaming. The gpu is the rx 5700 xt. I've tried with different disc's, gpus, coolers, and psu's. I've contacted the seller of the motherboard to get a replacement board. Hopefully that will fix it.
 
Wasn't the psu either. I ordered a new one and tested with a 650w. Still didn't work. I changed to a different motherboard and the problem seemed to go away. I think that was the problem. I'm currently returning it on Newegg. Idk why it just stopped working after a few days.
