Windows, black screen system hang after/before boot up

Hello,

My friend has an interesting issue, which I was trying to help out with, but now am at a loss myself. He bought a used PC for his child that was built by the seller(around 6months use). After a couple of weeks a problem popped up where the system hangs and the screen goes black. Functionality returns only when the PC is manually powered off and back on. This happens only when the PC is cooled(not used for at least a few hours) when the system warms up the issue disappears eg. if they turn it on in the morning the system will halt in a few minutes if not immediately after turning it on. If you leave it even in the hung state for an hour and then reboot it - the problem is gone. When it hangs the system goes black, hangs, but the PC is still running.

Happens even before booting up to OS. While I was looking at it happened just after turning it on before reaching POST screen so my guess was a hardware issue.

Some of the things I've tried:

  • Removing RAM sticks one after the other.
  • Removing GPU
  • Older drivers, newest drivers.
  • Reset BIOS
  • Replaced MOBO(my guess was that the motherboard was at fault and it still had a warranty so contacted the support and they replaced it with an identical new one - the problem then stopped for a month or so now started up again)
The only thing I didn't try switching was the CPU.

System specs:

  • MOBO: Asrock Fatal1ty B450 Gaming K4
  • RAM: Patriot Viper Steel DDR4 8GBx2 3600
  • PSU: Be quiet! S9 600W
  • CPU: Ryzen 7 2700
  • GPU: RX Vega-56

An observation + something for you yo to do for us;

GPU: RX Vega-56

A high end GPU that needs a high end PSU.

PSU: Be quiet! S9 600W

Only an entry level PSU and does not meet the minimum power requirements stated by AMD here

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
