Windows 8.1 locking at splash screen.

I preformed a clean install of windows 8.1 on my machine, I can boot when I've got my gpu pulled out but when I attempt to boot with the card in it hangs at splash screen.

Gigabyte ga-z97x-sli
I7 4790k
Evga titan x
I've updated bios/chipset, tried disabling on board gfx driver and booting with the card. I can't boot in safe mode with the card in either, still hangs at flash screen.
 
Still sticking at windows logo with both cards after installing those chipset drivers.

Also I booted my backup rig with the titan and it seems fine.
 
Hi MWH789,

Be with you shortly, just downloading your MB manual to see how you enable fast boot as that apparently needs to be done for your GPU, if you already know how to enable fast boot, no need to wait and please go ahead and try it.

Edit to add;

Manual does not help much as it only says the following;

Fast Boot
Enables or disables Fast Boot to shorten the OS boot process. Ultra Fast provides the fastest bootup speed. (Default: Disabled)
VGA Support
Allows you to select which type of operating system to boot.
Auto Enables legacy option ROM only.
EFI Driver Enables EFI option ROM. (Default)
This item is configurable only when Fast Boot is set to Enabled or Ultra Fast.

Can you find the above settings in the BIOS.

Can you post the brand and model name or number of the PSU for us + do the following please;

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.
 
Gigabyte tech suport has told me to attempt a fresh install on a sata or ssd drive while connected through the video card and if the problem persists it may be a problem with the pci-e controller on the mobo. And that i can rma the mobo if that is the case. Wish me luck.
