what version of windows are you wanting to install?

Refer to the following for better information.

I turned off secure boot from the bios and all.
Did you remember to also change it to legacy boot? Which when you turned off Secure boot may have happened automatically.

Lets make sure you have a proper version of 8.x

There is also a link there that will walk you through the proper steps on making a USB install as well.
