Solved Windows 7 Continouly searching for updates

When I do a clean install of Windows 7 pro windows never finds the initial 200+ updates. I have several different laptops that I have clean install of Windows 7 Pro and the never find the updates. I have tried everything I could find online and nothing seems to work. Yet if I install IE 11 it will load the necessary updates to install that.
I have run file checker, reset windows update, windows update troubleshooter, update agent ect. it seemed as though the updates were taking longer and longer to get as the date got closer to Microsoft ending of Windows 10 for free.

Hi vektron. On clean installs of Windows 7, I install the update rollup first, and then I run the System update readiness tool and that will allow the initial check for updates to take much less time and it has worked perfectly every time.

Follow this guide to install the Windows 7 Update rollup package, How to Update Windows 7 All at Once with Microsoft’s Convenience Rollup.

Then reboot the computer and run the System Update Readiness Tool for Windows 7 for x64-based Systems.

Reboot the computer again after running the System Update Readiness Tool and see how long the check for updates takes in the Windows Update window.

Yes, but unfortunately nothing good. Fist I installed IE 10 so I could actually download anything, by the way Windows always install the required updates for IE 10 with no problems. So then I went to April 2015 Servicing Stack Update download page and chose my operating system which by the way I have tried this several times in the past and it has never worked. The stand alone installer just searches for ever. So I am letting it search once again and will let it go for a day but I don't expect this will work.
I will try the system update readiness tool later today.

When you use a standalone installer before you try to install you turn Windows update to NEVER. If you fail to do this, the computer can churn away for days doing nothing just saying "searching for updates" which it isn't actually doing.Then you reboot. After that, the standalone installer runs for 5 seconds to a minute and then asks if you want to install the update.

This is based on my personal experience with updating four Windows 7 computers in my home. One or two computers were troublesome and I had to download about 8 updates and install them one by one rebooting between each install.

No luck. I have probably done about 50 clean installs of Windows 7 Pro in the last year and in the last few months they have just becomne more difficult to get the initial 200 plus downloads. I of course am not giving up and will update shortly.

I finally got it to find the 207 initial updates. They are downloading as I am typing here. The trick for me was to download Windows update KB3138612. After this worked and then I searched for info about this update there is another one that is also recommended KB3138615. I did not need to install this one.
Just to note I also installed KB83088710 and KB947821 prior to the KB3138612. I have no idea if those prior two were needed but they did not do the trick at the time.
