what are you trying to achieve?

I'm thinking there would have to at least be some things Windows would have to write to %appdata% or %userprofile%
maybe think about sandboxing or VM's if you want to not record a user's PC usage.
I know Windows can create a temporary user profile, maybe they can be manually done too.
 
you can also right click on Documents folder and change Location to another drive/folder.+
same applies for Pictures, Downloads, Desktop, Music and Videos.
and using symbolic links you can do it to any folder. I use them to 'move' my Apple backup folder off my SSD.
 
Windows since version 7 has saved all your personal files into your own profile folder under c:\users
so if you log in as Bob, your docs are by default saved into c:\users\bob\documents\
that's just how Windows does it.
but as I said before, that default location can be changed.

and what Rusty is referring to, in Word, you can go to Options > Save, and change the default local file location.
