I have an hp pro 3500 I can't get my mouse or keyboard to work on windows 10. I did a fresh install through the windows 10 graphical menu. And I mean clean install because my mouse and keyboard would cut in and out but now windows doesn't recognize them at all. I've tried using a wired mouse, safe mode and changing bios settings with no luck the keyboard works fine in the bios and when booting ubuntu From live cd but when windows starts up I can't do anything.

Windows 10 un responsive mouse and keyboard

The behaviour suggests that it is a driver issue and being that the computer has no HP Windows 10 drivers available you need to use an alternative.
How was this done, the MB does not have any PS/2 ports to attach a wired keyboard and mouse to.
Please explain what you mean by safe mode as in trying to get into safe mode on boot etc.
The only setting in the BIOS that needs to be checked is that the USB ports are enabled, nothing else should be touched.
If your case has any blue USB 3.0 ports on the front be sure to only have the keyboard and mouse plugged into the black USB 2.0 type, USB 3.0 have different drivers that need to be installed separate from the USB 2.0 ones.

I have tried plugging both the wireless keyboard and mouse into all usb ports as well as a wired usb mouse the bios settings have all usb ports on and it's bios settings are so simple the only viable option is about signed drivers but it doesn't solve my problem when turned off all bios settings are set to default at this point. I can get it to boot into ubuntu via live cd but most of my games are windows only so it has to be something with windows right?

That is a USB mouse rather than a wired mouse which relates to the PS/2 type here which likewise explains the confusion.
Now that the above is clarified it supports the suspicion that the issue is with the USB ports or their associated drivers.
