Windows 10 clean install can't find a valid partition

The Windows 10 Fall Creators Update 1709 repeatedly fails to install on my laptop. So I decided to do a clean install of Windows 10 from an USB ISO file. During the install I get ...Error: "We couldn’t create a new partition or locate an existing one. For more information, see the Setup log files." Windows I have tried a clean install with 3 different ISO files on 3 different USB's. I have googled fixes and none of them work. Can anyone help me solve this problem? The Windows update is relentless. It downloads and fails to install about every 4 hours and I can't stop it
 
Confirming that you are doing a clean install on the system?

If so then why not delete all of the partitions on the drive and create one then have windows install on that newly creates partition.

During the install windows will create the partitions that it needs.

Are you installing onto a Hard Disk Drive or Solid State Drive?

Quick note : Make sure you have no SD Card in the computer during the install.

No where in your post does it state that you manually delete the partitions.

You state also that you have tried USB have you tried using a DVD?

Pull the HDD and see if you can see it on another system?
Have you looked in the BIOS to see if it is listed in there?
Have you tried to boot to Linux and see if it sees the drive and delete the partitions that way?
While the HDD is in a different system would run Check Disk or if you loaded Linux the use the SMART through the Disk Manger.
