Wifi PCIe Card not starting Code 10 error

I just installed a Cudy AX3000 wifi PCIe card and I cannot seem to get the device to start. My pc recognizes it in device manager but when I look at its properties it states this device could not start (code 10) and operation failed. I have tried troubleshooting and restarting but do not know how to fix it. I also have a onboard wifi card already in my motherboard but it needed an upgrade if that makes any difference. Does anyone have experience with this or could help me out?
 
Have you installed the drivers?

Disabled the onboard WiFi card?

Had windows search for drives?

Check the manufactures site for drivers?
I checked the manufactures site for the drivers and installed them. I also have disabled the onboard wifi card but the new one still doesnt seem to work. I have restarted my pc with the onboard one disabled as well.
 
Tried a different port is same issue could be a bad card.

Lets try removing the references to it in Device Manager.
Open Device Manager
Select View Hidden Devices
Remove the WiFi information
Reboot

Check the modem and router and make sure that the security setting there are not blocking the device form connecting in any way.
See if it shows up even attempting to access.

I also have a onboard wifi card
What is the onboard and the reason for the upgrade?
