Why is new laptop slower than old one?

Also I opened the new laptop, it uses ddr3l RAM while the old one used ddr3.
Both are one stick but on the new laptop (Dell), it says ddr3l RAM only. Could ddr3 ram still technically be subsituted in since ddr3l can run at 1.35V and 1.5V?

I don't think so.
DDR3: It is NOT compatible with systems using 4th gen Intel processors, which exclusively support 1.35V operation for memory.

I downloaded the 4 mb version. I clicked "This PC only" because there was no "Check only needed for this PC".
