Why is my diy computer randomly turning off

I have just built a new pc, and when booting it works fine for a few minutes and then it turns off, after being turning off the computer seems to turn on and off and on and off while making a clicking sound. What is the problem, it is stable enough that I managed to download windows but every 5-15 minutes of use it randomly shuts off. Is it a problem with the power supply? I don't think it's the other coponents as the temps are cold when I go in the UEFI, my cpu stays around 30 degrees C and my mother board is around 27 degrees C. Also when the computer shuts off there is no warning or slowing down, it is instant. My PSU is the seasonic focus plus 700 watts.
