Whirring noise in PC

My brothers set up has been making a whirring noise whenever it runs. It’s hard to gauge what the noise is but my suspicion is the water cooler. I have a video of the noise however I can’t upload it on here. If you believe you can help please reply

have you stuck a soft bristled brush into all the fans (even the PSU) and stopped them and noticed the noise stops too?

does the noise come and go under load?

what is the age of the water cooler? can you pinpoint the noise to the water pump or water cooler's radiator fan?
