When I start my PC, I get this notification. How do I fix it?

"can't access the specified device, path, or file. You may not have the right access permissions for the item'

Above it is: C:\Program FilesWindowsAppsMicrosoft.549981C3F5F10_2.2008.26724.0_x64__8wekyb3d8...
 
looks like one of the MS Store Apps on your PC is dodgy.
where it says the folder path and you show it ending in ... is there more after those dots, as that's where it may tell you the App's name.

long shot, but from an elevated command prompt, type in wsreset and see if that helps.
 
that error you are getting relates to some MS app.
MS apps are linked to a user account - what you see for your apps isn't what other users see.
there are the stock standard apps like Calculator, Maps, People etc that are defaults for all users, but if you remove one or add one, that only shows for your user.

so my theory is, if you were to create another user account and log in under that, the error should go away for the new user.

and to confirm, do you see that message when you turn the PC on, or after you log into your user account?
