Whenever I right click on desktop or anywhere in file explorer when I want to create a new folder or a document, as soon as the cursor hovers on the 'New' option, the 'Right Click Options' freezes for like 5-10 seconds till the 'New' menu appears. Look at this video for more information. Please help me as this problem is really annoying, and if you're wondering if I have tried any methods to solve it, I have... I already tried to use the method of the 'ShellEx' method, which I found on this Microsoft forum (https://answers.microsoft.com/en-us...s-10-pro/3fd432f3-6b11-40be-b75f-babc038fcbff)... but unfortunately it was no help.

To help other lets start with...
Desktop or Notebook?
Which release of Windows 10 and Bit?
How long has this been going on?
Make and model of the mouse?
Have you trued a different port if USB?
Are you using USB 3 or USB 2 ports?
Have you tried a different mouse?
Did this start happening after an update?

Can I guess you have Windows 10 version 1809, if so it is a known issue. Supposedly to be fixed in the next build update.

To see if the above is correct try making a new folder by using the shortcut keys

CTRL + SHIFT + N and see if there is any freezing.
