What is wrong with my Pc ? (pixelated and laggy)

Today, I turned on my computer and played some youtube videos but i noticed the videos are laggy, pixelated and lots of concentration. I went to watch a twitch stream and it is the same. I updated my BIOS, GPU Driver, Update Windows to 11, pulled out the GPU and put in back in and is still there. What is the problem ?

Download and run KillEmAll
Unzip it to your desktop.
Right click run As admin.
This will kill all non essential processes.
Including your browser, so save anything you are working on prior to running the tool.
Let us know if the performance is better after running this tool.
 
Is that your display info in the top left of your picture or is that from the video you were watching?

Can you get me a snapshot of the results of a speedtest?

Is it safe to assume that this has been working ok before today?

Active power scheme:
AMD Ryzen High Performance

Go to your power plan in control panel and change to balanced.
Could you also include the power supply specs E.g Cooler Master 850W Gold V2 NOT E.g 850w
Are you overclocking your ram in the BIOS?
If yes return BIOS to default and test
