Weird Crashes and Errors

I have recently built a mineral oil pc and the first day it worked fine with now errors. However now ever since the cooling fan became detached and I installed a new one it has been extremely unstable. Every OS I have on there has been crashing including Debian. Windows comes back with the bsod: IRQL not less or equal. I can't even install NVIDIA drivers. Trying to boot from a live usb just gives me "wlan0 link is not ready" and "eth0 link is not ready" and no boot. I have run memtest for 9 passes and ram comeback good. The drives are both brand new and also have come back good. I really have no idea why everything is crashing. Any help will be greatly appreciated.

AMD Ryzen 7 2700X
Western digital 2 tb ssd

UPDATE: I have tried to install nvidia drivers on windows 10 and it returns the bsod: System Service Exception and I can't even boot into debian at all it just comes up as a blank screen with a bar at the top left. I can boot into a lower res live version however if I don't choose the ufei option.
 
A few questions if I may;

Are you presently able to boot into Windows 10.

When you replaced the heatsink, was the old thermal compound correctly removed from atop of the CPU and if not pre applied on the replacement HS was a fresh amount of quality brand thermal compound correctly applied.

From where was your Windows media obtained and is it on disk or a USB thumb drive.

After installing Windows, did you install the drivers for the MB and starting with the chipset drivers first.

In case it is hardware related;

Can you post the brand and model name or number for both the PSU and the RAM + tell us how many sticks of RAM you have.
