I have a western digital external hard drive that I can access on my old Apple computer, but not on my new windows 10 PC. I deleted everything off of it and used MAC's disk utility app to partition it. My selections on the partition screen:

Partition map scheme: Guild partition table
Format: ExFat
Volume Scheme: 1 partition

It is a 1TB western digital my passport external hard drive. I've used it for a number of years and never had an issue. I can still access it on my old Apple computer, save files to it, etc.
What I've tried so far:

Tested USB ports with other external hard drives
Checked for it in Disk Management (not appearing at all)
Ran the Diskpart > list disk command and it didn't come up

My other external hard drive, formatted the same way from what I can tell, pulls up right away on both devices. Ultimately, I'd like to use this external hard drive to expand my PS4 storage, but it isn't showing up there either. I'm hoping if I solve the PC issue, that will solve my PS4 issue too.

Please HELP!!! :-(
 
Is the device showing up in Device Manager, possibly as an unknown USB device, if not there, also in Device Manager, click on View at the top left then check under the Show hidden devices tab.
