VERY Slow Transfer speeds to USB 3.0 Flash Drive

So for some reason when using a certain USB 3.0 flash drive in any USB 3.0 port it is taking forever to transfer video files, it took 3.5 minutes to transfer a 178mb file. I have checkd and all drivers are updated I also made sure to set it so the port is always powered and doesn't shut off when not in use. The drive is a 64GB flash drive and it has about 16GB of free space left. It is mostly taken up by pictures, I would say over 30,000 pictures on it. Am I correct in assuming it may be taking so long becuase it is having to find free space within those 30,000 pictures for the video file? Pictures transfer instantaneously tho.
 
30,000 pictures in 3.5 minutes, nothing wrong with that. 30,000 smallish files will always take longer than big files. Plus the file format of the drive may also limit speed?
 
oh, no. I meant just over time I have about 30,000 photos, but it seems like any single file over 15mb is taking forever. I tried to transfer a 178MB mp4 file and it took almost 4 mins, whereas on any other usb 3.0 drive it takes about 3 seconds. I did just optimize the drive for photos, but that was after I just did the transfer of the mp4 file. As for the USB drive format I have it a ntfs.
