Solved Vertical dotted line on one monitor, gets lighter when mousing over it

I have already tried uninstalling and reinstalling my GPU drivers using DDU, but nothing was fixed. Strangely, when I mouse over this vertical line, it gets lighter, sometimes to the point where it even goes away for a few seconds before coming back. Sometimes, the line doesn't appear at all when I am using my computer.

At first I thought it might be something with Wallpaper Engine, but even when I am not using this program the line still shows up.

Does anyone have any idea what this is or how to fix it? The fact that moving my mouse over the line actually changes it makes me think its not a problem with the actual monitor, but I don't know.

Specs:

OS: Windows 10 Home 64 bit

GPU: RTX 2070 Super

CPU: AMD Ryzen 7 3700x

The monitor is an AOC C24G1A 24"
 
Have you tried swapping the video cables around so that the monitors are connected to the opposing video ports, if the issue is still present when screen two is connected to screen one video port and screen one is fine when connected to to screen two`s video port you have confirmed that it is the screen itself that has the issue.

Good idea. Just tried this, and the same screen still has the line on it. Is there anything that can be done to fix this, or will I just have to try sending the monitor back?
