USB ports not working

Hello everyone, about a month ago I plugged in a portable charger to my desktop while it was off which resulted in my USB ports not working at all. I'm not very proficient with computer and any help would be appreciated. If there is anymore information that I can give I'd be glad to provide, thanks for the help.

Please download MiniToolBox and save it to your desktop. Run the program by right clicking on it and selecting Run as administrator. When the program opens select the following boxes:

Flush DNS
Report IE Proxy Settings
Reset IE Proxy Settings
Report FF Proxy Settings
Reset FF Proxy Settings
List content of Hosts
List IP Configuration
List Winsock Entries
List last 10 Event Viewer Errors
List Installed Programs
List Devices (Only Problems)
List Users, Partitions and Memory size

The system comes on perfectly fine. It was a charging cord and when I plugged it into the charger the chargers lights flashed and it didn't charge. If I plug my mouse into one of the ports "It's a Razer mouse" it lights up and then goes out.
 
Make and Model of the computer system please.
What version of Windows?
What color are the USB ports you are using for the Mouse and Keyboard? Where are they located?

Now unplug the power form the computer and press and hold the power button for 30 seconds. Plug the power back into the system.

With the system powered off unplug everything form the computer.
With the exception of the Monitor, and power for both?
Plug in the Keyboard and mouse.

Boot the system and report any change.
 
It's a windows 10 PC, how do I find what the make and model is? It was a custom PC that was gifted to me about a year ago. The inside of the USB port is blue (there's 6 of them, 2 front, 4 back) (+2 black ones in the back.) I unplugged the PC and held the button for a little over 30 seconds and the same issue is happening. The keyboard and mouse still light up on start up but they go right back out.
 
Hi. Don't use the blue usb 3 ports as they don't work till after post. Try the black coloured ports.
If that doesn't work, boot without the Keyboard and mouse connected.
The moment you hear the first beep on boot insert the keyboard and mouse as quickly as possible into the black ports.
This method worked for me once.
