USB ERROR (Device Descriptor request failed)

I've just tried on another computer and it happens the same, so i guess its the product itself

USB device not recognized.
Here's what one poster tried
Opened the box, plugged it in and waited for it to sync up. Nothing happened. After reading through the instruction manual, it recommends that you install Razer Synapse if the device does not prompt this response. Being a good peon, I downloaded the program and waited for something to happen. In short, after unplugging and re-plugging the device back in 5 times nothing happened. I was met with the same response every time (USB Device Not Recognized). Thus, I immediately ran to google and tried to figure out how I could get it to be recognized.

I'll save you the hassle of taking these steps for yourself. I uninstalled Razer Synapse and the device drivers and re-installed and nothing happened. This was the only response I could find on how to troubleshoot the device. Most people point to Synapse as being the problem. I then went to other posts on how to troubleshoot other Razer devices and found that sometimes USB 3 ports screw up devices syncing up. Thus, I went into my BIOS and disabled those. Still nothing happened.
