usable ram

Make sure you purchased the proper ram, giving us the specs of your machine will help us ensure that you did.
You can not mix DDR2/3/4 ram with one another, DDR4 ram will only work with DDR4 and vice versa.

Assuming all else is correct, try reseating the sticks, apply even pressure to both sides of the stick while pushing down firmly, you should hear one or two clicks.

If this does not work try swapping the modules around and using a small brush to gently dust out the slots that the ram go into.

Document anything that happens/changes, and make sure you double check that your ram is correct before swapping it around, incorrect ram can cause permanent damage to the motherboard.
 
My mother board is b450 tomahawk (Msi)
Ram is vengeance lpx ddr4 3200mhz
I just tried switching the ram around and dusted out the dimm slots but I still have 15.9 out of 32 gbs of ram usable.
EDIT: I also made sure the ram is properly seated
 
Let's get some more information:

Please download and run speccy.

Once you have ran speccy, follow the instructions to upload a snapshot found here.

To publish a Speccy profile to the Web:

  1. In Speccy, click File, and then click Publish Snapshot.
  2. In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.
  3. Speccy publishes the profile and displays a second Publish Snapshot dialog box. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
I believe this is your issue:

System Memory Type: DDR4
Memory Channels: 2

That CPU has two memory channels as opposed to the four available on your board. So while it is being recognized by the board, the processor can not utilize it.
 
I installed 32 gigs of ram (4x8 sticks) but only 15.9 gb is being used. Please help me I have been trying to get this to work for days now.
Where are you seeing this for the used can you post a screen shot.
Right click on task bar select task manager (or press Ctrl+Shift+Esc)
Select the Performance Tab

Have you checked the BIOS to make sure that all the RAM is showing there?

Your system would come to a slow crawl if all 32 GB was being used at one time.

The system will only utilize the amount of RAM that it needs at any particular time. Let's make sure that the system is reading all the RAM properly.
 
and as a double check, if only half the RAM really is being read, try taking out 2 sticks - does it still show only 15.9GB is being used?

then try the other two sticks, and the other two slots, and if it shows 15.9 all the time, then all your sticks are OK at least.
