Solved Unavailable partition

I've been doing some intense work while electricity blackout striked.
Now my C: partition is just unavailable. Every time I try to boot computer, instead of anything I only see black screen with mouse cursor on it.
I tried to get there with LiveUSB.
Properties of Local Disk C: are 0 bytes on everything and blank space instead of formatting
All HDD managers shows that disk is healthy and no bad sectors were found, yet I get "No access to C:\ Parameter is incorrect"
Acronis also shows that red icon next to that partition (see in screenshot) and, for some reason, labels all disks as (not compatible)
I dont mind reformatting disk and reinstalling my OS, but that would be a huge pain to lose precious data.
I'd gladly gather you any information you need to help me.

Used OS: Windows 8
LiveUSB: Omega Live USB 2015
Problem disk: WDC WD3200AAJS-00VWA0 300gb
Second disk: ST3000VX000-1CU166 3tb

Also, I'm sorry for mistranslations of some things. The LiveUSB I downloaded had russian locale. I'm also russian, so dont mind spelling mistakes

Hi Ragnazar and welcome to PCHF :)

Usually when the C: drive is inaccessible, it means the boot sector was overwritten. Not booting into the OS is a red flag that a reinstall is needed.

Was the computer powered on when the blackout happened?

Yes, it was powered and doing some heavy operations with files.
But if boot sector was overwritten, then why it still can show me black screen with mouse cursor moving?
Will my problem be fixed if I install windows again?

Try to boot into safe mode F8. If it fails to do this, try three more times.

I read somewhere that with the fastness of 8.1 it is hard to boot into safe mode but if it fails to boot into safe mode 3 times, it will boot into safe mode on the 4th attempt. Note: I'm not sure about the accuracy of that but it is worth a try.

If you can get into safe mode, select Repair.
