Unable to scroll

Have a Dell Latitude E7250. Whether using my mouse or touchpad, the scroll shoots to the bottom and while I try to move it up it shoots down. This occurs on Chrome, Firefox, IE/Edge, and with files in my folde, and at times the window looks like it's shaking. Also, sometimes trying to search, random urls appear in search box. Ran scans but no viruses nor malware was detected, updated driver cleared Chrome browser and cache (chrome is the predominantly used browser. Looking for help and what to do next.

Please download MiniToolBox and save it to your desktop. Run the program by right clicking on it and selecting Run as administrator. When the program opens select the following boxes:

Flush DNS
Report IE Proxy Settings
Reset IE Proxy Settings
Report FF Proxy Settings
Reset FF Proxy Settings
List content of Hosts
List IP Configuration
List Winsock Entries
List last 10 Event Viewer Errors
List Installed Programs
List Devices (Only Problems)
List Users, Partitions and Memory size
