for me in the past, I have resolved that issue by downloading Windows Essentials and just selecting Mail to install.
however, the caveat has been, it doesn't always like reinstalling, in fact, more often than not, it's a right *****.
I'd have to uninstall, reboot, re-install Mail, or the whole package, and repeat until I get lucky.

hopefully others may chime in with a more bullet-proof solution.

and what's the issue with Restore Points?
not working, not turned on?

Your absolutley right I experienced the same problem, until this morning. On opening in safe mode which I had tried at least a dozen time, all of a sudden system restore was active(although it froze once!) but eventually kept going taking me 2 weeks back, and it would appear that everything is now back to normal,so again thanks for your help and suggestions.

I think, hope,we can count this as solved!
