UAC keeps popping up after Clean Install

I just installed a new HDD in my laptop and installed Windows 10 on it. Everything seems to be working fine except that when I use a couple of programs I keep getting a UAC pop-up asking permission to run the program. The two programs I use the most are TeraCopy and Eraser by Heidi. On my old HDD I wasn't getting the UAC pop-ups. Both versions of Windows 10 were updated with the fall creators update. Since I am the only user on my laptop my account is setup at Admin and I am using my Microsoft Account to log in, I do see the option under Settings> Accounts, to log in with a local account instead, which I think I may have been doing on Windows 10 on my old HDD but I'm not really sure. On my old HDD when I logged in my profile picture was the same as it is on this HDD and it showed my Microsoft account name when I logged in, but I think you can sync a Microsoft account with a local user account so maybe thats what I did. I have tried going to Eraser and TeraCopys .exe files in Programs files and I checked run as Admin. I also right clicked the .exe file then went to properties>Security and set the permissions of SYSTEM, Administrators, and Users to Full Control yet I am still getting that annoying UAC pop-up when I try to use either program. I know I can totally disable UAC but I would have to be crazy to do that, but is there a way to disable UAC for certain programs? I have tried putting them in the Task Scheduler but that didn't work, I also tried using this programs that creates a shortcut on the desktop to the program that the program has disabled UAC for. And it works if I click on those shortcuts but with both Eraser and TeraCopy they are in my context menu and when I click them in the context menu I get the UAC pop-up. I am also getting a pop-up when I try to delete a file in a default folder, like Downloads, and Pictures. The pop-up says You'll need to provide administrator permission to delete this file, BUT I AM THE ONLY ADMIN ON THIS SYSTEM. So can someone help with these issues I'm having, really the most important is the issue with TeraCopy and Eraser because I use these programs constantly.
 
Lets try this and see if it helps, sounds as if it is set to Always notify (annoy) me when...

Open the Control Panel
Set the View to Large Icons (can use Small Icons if preferred)
Select User Accounts
Select Change User Account Control Settings
Once you set it where you want then Click OK
Click Yes

Some places I have read say to reboot others stated that it does not matter.
