Trying to upgrade windows

've been trying to upgrade ltsc 2019 to 2021 and it goes through all the motions and restarts and throws up a screen saying it can't do it essentially with the error "Error 0xC1900101 – 0x20017, The installation failed in SAFE_OS phase with an error during BOOT operation" everything i can find says basically a driver of some type is probably causing the issue. If i just say screw it and totally wipe everything and start fresh instead of trying to just upgrade will I still get that error? or is it something deeper i need to address? All of my drivers have been updated and show no errors that I can see.

Long Term Servicing Channel ( LTSC ) is specially licenced education or large corporation software which means that we cannot legally help, you need to contact the system Admin who is responsible for maintaining your OS.
