Well if you have since changed the motherboard and cpu you will have to format the drive and reinstall Windows from scratch for it to function correctly. Suggest you do so.
 
I've reinstalled windows and the problem was gone for a few days only to come back again. Let's review, I've built and entirely new and upgraded computer even routers and modems except for the ssd's and HDD. I know what your thinking maybe it's the drives except I've moved games to other drives and still same problem. I'm convinced I'm the only person to have a problem this severe transfer too a whole new computer
