System keeps repeatedly turning on and off by it self.

So to cut to the chase, my pc litterly start (turns on) by it self without me even pressing the power button (starts as soon as I plug the PSU cable in).Then shuts off after 3-5 seconds and it keeps repeating this cycle without me even touching anything.. Untill I unplug the power supply cable. Which hardware do you think that's causing this issue?

*Note* I've tried couple of troubleshooting techniques such as taking the rams out and placing them again, taking the motherboard battery out and placing it back.. yet still was not being able to fix this issue.
 
following on with veeg's approach.
open the cover of the PC, remove the cables off that motherboard front panel header.
it's the one that has the PWR LED, PWR SW, RESET and HW LED cables going to it. usually bottom right when viewed with the case standing up.

start the PC and see if it repeats.
if it does - there's not the issue and you can put the cables back on. note the correct orientation of the PWR LED and HW LED.
