System Interrupts high CPU at PC startup

Hey folks,

New guy here.
I’ve had an ongoing problem for a few years now with a ~7yo PC running Windows 10. Whenever it starts up, or wakes from sleep mode, I can see through Task Manager that task ‘System Interrupts’ takes up ~30% CPU. The computer becomes very sluggish.
Restarting helps ‘fix’ this problem, and it doesn’t come back until the next startup after shutting down.

Usually I just leave the PC running with minimal processes to avoid the startup -> restart cycle.

I’d like to keep the tower running for a while longer until I can put together a new one. Does keeping the PC on, or shutting it off and starting up -> restarting the best option for longevity?

makes no difference.
you are simply swapping one bad outcome for another.

turning on and off any electronic gear, puts strain (electrically) on components.
leaving it switched on is wearing out movable parts and leaving components exposed to surges, spikes, brownouts etc.

in other words, damned if you do - damned if you don't. :)

all I'll add is I've seen it from both sides.
my home PC gets turned on and off as I come and go, and all our office PC's are left on 24/7.
and guess which ones have the most issues...... neither - it's about 50/50.
 
Do you know if the hard drive is SDD or an old mechanical HDD?

CPU at 30% isn't much. Even on a powerful machine when you open office or chrome you'll see the CPU spike up more than that. I would suggest upgrading the RAM to 8GB (minimum). And retire the old mechanical drive to SSD.

You should be gold after that.
