the Surface Pro's should be a normal Windows machine just in tablet form.
should be no reason why you couldn't use the Windows Media Creation Tool to make a bootable USB stick and put that stick into the Surface Pro's USB port and boot from that.
 
Where are you getting the windows Install media from?

How are you creating it?

You do have the keycode for Windows 10?

You never included system specs.

Until you tell us what you see we can not give you proper instructions we are not there you are.

What error messages?

What sounds and pattern?

Is it even turning on?

Do you see any thing on the screen?
