Solved Super high cpu clock speeds problem

So pratically here im running fortnite on high settings and this is what the NZXT CAM software is showing me :l
Im not even in a game too I was just in the lobby.
 
Unless urgent please do not post multiple replies while waiting for us to get back to you, I average having to reply up to 200 emails per day so can do without having to read unnecessary notifications, thanks.

Your CPU passing the Intel test is the most important thing and tbh you should use just the one monitoring programs and get rid of all the other garbage, use ASUS own or something similar.

Download Process Explorer which you can obtain from here

Save it to your desktop then run it (Vista or Win7 - right click and Run as Administrator).

View, Select Column, check Verified Signer, OK

Options, Verify Image Signatures

Click twice on the CPU column header to arrange things by CPU usage, this will put the services with the highest CPU usage at the top of the log.

Wait a minimum of a minute then grab an expanded/full screen screenshot and attach it to your next reply for us
 
Your CPU performance is very good and nothing shown to be hogging resources.

What I suggest below and to be done in the order that it is set out;

Confirm that the MB here is yours before you do anything else, if not your board post back and let us know.

use just the one monitoring programs and get rid of all the other garbage, use ASUS own or something similar.
While we are troubleshooting this, please do as was asked and get rid of all none essential monitoring software and just use what is recommended by ASUS which is CPU_Z (free) you can download this from here

You still have the original BIOS version 0506 which was for 8th gen CPUs, update to the more appropriate version 1502 which you can download from here this should have been done on first boot and by not doing so you have been missing many stability improvements.

Last but not least and in fact most important, do not have any programs or internet tabs open when you check the clock speeds both after doing the above and in the future, buggy software can cause all sorts of weird issues and considering how popular it is you wouldn`t expect Fortnite to be one of the worst culprits.

Post back after a restart once you have done all of the above and can I ask that you do nothing else first, no installing anything, no gaming and no updating Windows etc, there is something else for you to do for us first but I don`t want to overload you with things to do so have only included the most important for now.
 
Ok, I downloaded that CPU_Z monitoring software. When I downloaded the new BIOS version 1502 I just downloaded it and it went into my files and I did nothing else. Did I have to delete the old BIOS version or something like that?. I restarted my pc too. Also yes the ROG STRIX Z390-E GAMING is mine.
 
Doesn`t sound right, don`t you have a user Manual for the MB, if not, go to chapter 3 page 29 here which shows you how to update the BIOS online or aternatively you can save the new BIOS to a USB thumbdrive and install it that way.
 
Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
Will leave your post but edit out the url for you, it is of no use to anyone as there is no way of identifying any individual from it but it has served it`s purpose.
