Solved Suggestions for PDF editor to replace Acrobat 11.0?

Hello forum,

I recently migrated from an older laptop that had Adobe Acrobat 11.0 on it.
Since that's well past it's support, I'm looking for something to replace it, and Adobe's solutions are not it because I don't want a subscription solution.

What I'm not lookin for in a PDF editor:
-Cloud based solution.
-Online editor, where I upload and edit my PDF's on a web site.
-Subscription based solution.

What I am looking for in a PDF editor:
+Downloadable software to run on Windows 10 PRO.
+Able to add and subtract pages within a single existing PDF.
+Add notes or annotation's to an existing PDF.
+Extract out selected pages from a existing PDF to create a new PDF.


I'd like to keep the cost to $50 max if possible.
