Solved stuttering issue

hi,
for the past few weeks I've had some stuttering issues with my pc.
I've tried reinstalling windows, downloading drivers, and tweaking with registry mode with the help of a YouTube video. still no fix.
I also allowed my GPU to get the max power that it wants. still no fix.

I am running out of things to do and places to look so it would be greatly appreciated if i got some advice and guidance.
 
stuttering how?
during what and for how long?

does it do it if the PC is booted into Safe Mode?
try creating another login account and see if it happens when logged in under that profile.

is there any recent software or hardware changes?
what is your OS?

under safe mode there was no problem.
when I made a new login there was also no stuttering.

I am running windows 10 pro.
software wise , i recently downloaded a windows update and a gpu driver update and it may have stemmed from that but im not 100% sure.
but the safe mode and new account did improve the performance a lot.

do u know what caused the problem and how i can fix my main login account ?
 
working in Safe Mode would indicate it's not a hardware issue, but software related.
working under another account would further indicate it's specific to your profile, giving more credence to software, or something, that only your account can access.
or it could just be as simple as a corrupted user profile.

quick fix would be to use the new account and transfer the docs, pics, music, desktop, downloads etc folders across from the old account.
this process would be a lot less painful than trying this and that on the old account and potentially being none the wiser after hours of band-aid solutions.

I have now realised that I'm an idiot.
through narrowing it down using your analogy, I turned off slideshow background. ever since then. no stuttering. between the transition of pictures was the stuttering.
I tried over clocking, reinstalling windows and so much nonsense.
