I would do a network reset on the system and see how things go.

Go into Setting
Select Network and Internet
Make sure you are under Status in the left
On the Right scroll down and select Network Reset
Read the information and then select Reset Now
Select Yes for the network to be reset and the system to reboot.
The rest before the system reboots may take a few minutes.

Might also try rebooting the modem and router. This will clear the buffer and sometimes help.

Then test speeds and see if that helps with the stuttering.

Repost the IP Config all again.

Could be that the NIC is going out.

Let's see if there are any error message that can be pulled by the MinitoolBox.

Download MiniToolBox and save the file to the Desktop. Right click on the file and select Run as Admin

Close the browser and run the tool, check the following options.

Select all

Click on Go.

copy and paste the contents of the file called MTB.txt or attach the file to your next post.

Few other thing that you can try and see if it make a difference.

Create a new user account on the system and see if that user preforms better.

Turn off XMP for the RAM.

The PSU age may be showing wear.
