Stuck on black loading screen

Hi. I was having the video tdr failure nvlddmkm.sys blue screen occur occasionally and so I wanted to try to fix it. I downloaded the latest nvidia graphics drivers for my gtx 1050 ti and downloaded display driver uninstaller. I switched my computer to safe mode to run the driver uninstaller and then set it so that when it next restarted it wouldn't boot into safe mode anymore so I could then install the new nvidia graphics drivers I pressed the top button that was recommended (the clean and restart I think?). Now my computer started loading with the normal boot screen (msi) and then went to a black screen with the loading circle (my mouse is also showing up). It appears to now be stuck like this. How can I fix it? I would really appreciate it if someone could help me with this issue. Thank you.
 
theory is to get back into Safe Mode and uninstall the latest thing you did.

do you see the Win10 splash screen?
if so, as soon as you do, hold the power button in to turn the PC off.
then turn it on, and repeat this 3 or 4 times.
Windows should eventually say something like "hey, enough of this" and load up the ASO (Advanced Startup Option) menu.
from there you can go into advanced settings and set it to boot into Safe Mode.
