Something is wrong with my computer, and I don't know what.

I play a lot of FPS games competitively, and frame rates are really important for these, but my PC struggles more than it should. I have a GTX 980 OC, and on game such as Counter Strike: Global Offensive, I should be getting 200-300+ fps on 1080p with atleast medium settings, but I struggle to get 100-150 on all low settings 1024 x 768. It's the same situation for other games, I lag while on all low settings.
I recently built a budget build PC, I'd say about a few months ago, and I picked up some used parts from friends for the PC. I got an AMD 7850 that a friend used for about two years. I also got an Antec 900 case, which a friend used for a few years as well. The other parts are irrelevant considering I switched them out later. I was not getting the performance I hoped to, and after getting a job, I decided to buy a GTX 980 considering it was on sale. I didn't expect much to change even then, considering I just put a high level gaming GPU into a budget build PC. Today, I got an Intel i5-4460 3.2GHz cpu, and a MSI H81M-P33 LGA 1150 Intel H81 SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard (because my old mobo was AMD along with my old cpu). I expected to get way better frames than before, but still, I was incredibly disappointed by the results. I have friends who have the same cpu, but worse gpu, and they still have better performances in games. This led me to believe that my PC was overheating, because all of the fans but one in my case do not work. I checked the temperatures on my PC and they all looked normal. I really do not know what the problem is, but I will list all of my current PC parts to give some more insight into the situation.

CPU: Intel i5-4460 3.2GHz

GPU: MSI GTX 980 OC

Memory: G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL9D-8GBRL

Power Supply: CORSAIR CX series CX600M 600W ATX12V v2.3 SLI Ready CrossFire Ready 80 PLUS BRONZE Certified Modular Active PFC CP-9020060-NA Power Supply

WD Blue 1TB Desktop Hard Disk Drive - 7200 RPM SATA 6 Gb/s 64MB Cache 3.5 Inch - WD10EZEX - OEM

Any help or suggestions to why my PC is not performing like it should be would be greatly appreciated. Thanks

What version of Windows do you have installed?

The first thing I would try would be to Perform a clean boot in Windows and see if there is any change.

Have you installed the latest driver for your video card? Are you overclocking any components?

Lets also check your system temperatures. Download and run Open Hardware Monitor. Then while the computer is idle post a screenshot of your systems temperatures using Open Hardware Monitor in your next reply.

I have windows 10 installed, I have performed a clean boot. I have the latest driver installed, my GPU comes manually overclocked, but it shouldn't be a problem. I already checked my temperatures, they are all fine(confirmed by several sources)
