Solved Smoking GPU

Can a graphics card (nvidia 1070) get fried if you've forgotten to plug its power cable in and then start the PC. It is second hand, the PC would not boot when plugged into the PCIe port with the power cable attached. I took the card out, and the PC fired up, put the card back in for one more attempt (Re-seat it), but forgot to attach its power cable. Smoke started billowing from far end away from GPU.

I thought faulty card, so I did a little research as to whether a GC would be damaged if it was not plugged in without its cable. I was just wondering what you guys think.

Yes, sorry, not sure on reflection why I made two posts, maybe didn't want to mix things up. The PC is running now. Will return Graphics card tomorrow.

I have another post on here, but that is for my new build.
 
On further inspection of the graphics card, a small section of the rubber sleeve covering the fan header cable has melted, it was touching part of the PCB. Explains the smoke billowing out of the rear end of the card, but what could have done this?
